My rollovers are covering my flash documents on a website, how can I fix this?

I have already added the following tags, which have allowed the rollovers to show correctly on my Mac in Firefox, Safari, & Opera. But it's not working on my PC.
I've also tried z-indexing (only the frame with the flash document in it), but the problem is I can NOT edit the left-hand frame with the restaurant logos. This business is run with a web based application and the developer did now leave a way to edit that frame at all. If anyone knows an alternate way to fix this other than the methods listed above, I'd love to hear your ideas! I figured it would have to be something sneaky.
